District staff used the Jan. 13 Oswego County Soil and Water Conservation District meeting to report program milestones and grant activity and to request board approval for partner agreements.
Conservation Aide Dylan Cox told the board he submitted a DEC invasive species grant application targeting Hemlock Woolly Adelgid; proposed treatment locations include Camp Hollis and Independence Park. Erica Schreiner reported an AEM Round 18 implementation project was completed and signed off by an engineer before the Dec. 31, 2025 deadline and that the district is preparing the Round 18 final report and startup paperwork for AEM Round 19.
Regional updates from Ryan Cunningham, Region 4 associate environmental analyst, noted that the State has made $25 million available through AgNPS Round 31 for AEM Tier 3 planning and Tier 4 implementation projects. An informational RFP webinar was scheduled for Jan. 20, 2026; written questions are due Mar. 2, 2026 and proposal submissions are due Apr. 20, 2026. Cunningham also reminded districts that annual State Aid reports are due Feb. 15, 2026 and warned of an approaching claim-payment “blackout period” starting Apr. 1, 2026 that can delay payments.
Staff reports included project and outreach updates: Ben Gephard surveyed a failed culvert site in Redfield and drafted a second culvert report using HY‑8 sizing for a 50‑year storm; he is estimating costs for the Pulaski drainage project to prepare for bidding. Joe Chairvolotti reported a reforestation timber sale received one bid for $12,000 and staff are finalizing the contract and payment process. Laura Romanowicz said tree and shrub orders have generated roughly $4,000 in revenue from 32 orders to date, and the Pulaski drainage final report and reimbursement paperwork were submitted to NYS DEC.
The board approved entering into the 2025‑26 funding agreement with the Finger Lakes–Lake Ontario Watershed Protection Alliance to carry out several water‑quality related projects. Board members also approved payment of inter‑agency and program invoices as part of routine business. Staff noted upcoming conferences and trainings, including a Water Quality Symposium in Rochester (March 10–13, 2026) and a NACD annual meeting in San Antonio (Feb. 14–19, 2026).
The district’s next meeting is set for Feb. 10, 2026.
