The Garfield County Board of County Commissioners met in special session March 12, 2024, in Enid and unanimously approved contracts to upfit sheriff vehicles while carrying bids for courthouse renovations for further study. Vice-Chairman Clarence Maly, Chairman Reese Wedel and Commissioner David Loesch voted in favor of each action recorded.
The board awarded Bid #24-11 to Patriot Safety Supply of Lynchburg, Va., to upfit three Ford Explorers at $13,327.29 each, for a total of $39,981.87. It also awarded Bid #24-12 to Patriot Safety Supply for upfitting multiple Ford Explorers and one Ford pickup at a total price of $41,482.15. Both awards were announced after bids from West Virginia Signal & Light were opened and reviewed.
Commissioners opened bids for Bid #24-10, the Garfield County Courthouse Renovations (Phase 2). Bidders listed in the record were RFIP (Oklahoma City), which was rejected for an incomplete bid; Henson Construction (Enid) bid $1,776,000.00 with an alternate of $414,212.00; and Rick Scott Construction (Ponca City) bid $2,605,500.00 with an alternate of $427,114.00. The board voted to accept and carry the bids for further consideration and possible later award.
The board approved routine administrative and financial items, including the minutes of March 4, 2024; multiple county office monthly reports for February 2024 (Sheriff, Assessor, Treasurer, Election Board, Jail) subject to audit; the Garfield County Treasurer monthly fee report for February, $2,072.01; and Sheriff Department credit-card expenditures of $593.43.
A claim against the State Election Board was authorized to reimburse salary for Shari Monsees, Garfield County Election Board Secretary, in the amount of $5,599.58. The board also approved a Cash Fund Estimate and Request for Appropriation for American Rescue Plan Act (ARPA) 2021 funds totaling $18,738.58 and, later under New Business, adopted Resolution #24-34 to use ARPA funds for a building closing cost of $2,433.25.
The board approved a Letter of Approval allowing the YWCA of Enid to hang a Sexual Assault Awareness Month banner on the courthouse lawn and gazebo from April 1–30, 2024. It examined and approved a long warrants list of purchase orders and claims across multiple funds, including a notable line item to Banner Fire Equipment for $48,918.60, and authorized blanket purchase orders on file in the County Clerk’s Office.
The board discussed a February 2024 IT status report with IT Director Mikel Armitage; no action was taken on that report. Agenda items not acted upon were carried over to a later date. With no further business, the board adjourned and set its next meeting for March 18, 2024.
