Chairman Reese Wedel and the Garfield County Board of County Commissioners met May 13, 2024, and unanimously approved routine county business, including payroll claims, vendor payments and a series of resolutions and appointments.
The board approved minutes from the May 6 meeting and heard reports from county staff. Mikel Armitage, the county IT director, presented the April 2024 status report; Daylen Rivers, jail administrator, reviewed the Criminal Justice Authority meeting held May 9; neither item required board action. Emergency Manager Mike Honigsberg reported storm damage in District 1 and was asked to obtain cost estimates for replacing one tower and for replacing three towers and to coordinate with Highway Superintendent Jacob Price and county property insurer ACCO.
On formal actions, Commissioner Clarence Maly moved — and the board approved — multiple items including two driveway entrance permits, approval of Garfield County Sheriff’s credit card expenditures of $136.26, and payroll and benefits warrants that included the county share of benefits totaling $256,811.42. Commissioner David Loesch moved and the board approved a claim against the State Election Board for May 2024 salary reimbursement to Garfield County Election Board Secretary Shari Monsees in the amount of $5,599.58.
The board approved two American Rescue Plan Act (ARPA) resolutions. Resolution #24‑59 authorized use of ARPA 2021 funds for employee stipends (recorded payments for November 2023 and May 2024), and Resolution #24‑60 authorized ARPA reimbursement to the Garfield County Detention Facility in the amount of $62,946.75.
Appointments to the Garfield County Industrial Authority were renewed by unanimous vote for Dennis Schoenhals, Wendell Vencl and Wes Dotson. The board also approved April 2024 monthly reports from county offices and a long list of purchase orders and claims across general, highway, health, sheriff and rural fire funds.
Budget movements included approval of Cash Fund Estimates of Needs and Requests for Appropriation for Rural Fire ($2,094.89), ARPA ($19,505.63), Rural Fire‑Sale Tax ($83,818.83), Jail Sales Tax ($209,561.75), Rural Fire‑Use Tax ($14,503.15) and Jail Share‑Use Tax ($26,260.41). The board approved intra‑department transfers within the Assessor’s budget totaling $1,300 and $2,400.
The commissioners declared a maintenance vacuum (Inventory Code R 482.77, serial C59329331) surplus and ordered it junked under Resolutions #24‑61 and #24‑62. The board authorized the county purchasing agent to advertise sealed bids for the yearly ballot printing contract (Bid #24‑16) and opened and accepted bids for the Renovate Interior of Garfield County Rural Water Storage Tank for District #4 (Bid #24‑15), reading bids and voting to hold them for later consideration.
With no further business, the board adjourned and scheduled its next regular meeting for May 20, 2024.
