Midway mayor assigns audit committee, council authorizes closed sessions under state law

Midway — During the Feb. 7 strategic planning meeting, Mayor Craig Simons reviewed council roles and assignments and named an Audit Committee. The Mayor, Council Member Andy Garland and Tom Wardle were identified to serve on the Audit Committee; the council noted that formal approval would occur at the next regular council meeting.

The council also discussed membership materials from the Utah League of Cities and Towns (ULCT); Recorder Brad Wilson was asked to order 12 additional copies of ULCT's 'Powers and Duties' and the council will determine whether Midway has a fourth voting member with ULCT.

The council voted to enter two separate closed sessions: one to discuss the character, professional competence or physical or mental health of an individual and a second to discuss the deployment of security personnel, devices or systems. The motion to enter the closed meeting on personnel/health was moved by Council Member Andy Garland, seconded by Council Member Lisa Orme, and recorded as passing with 'Aye' votes from Council Members Garland, Orme, Osborne, Payne and Simonsen. The minutes cite Utah Code Annotated §52-4-206 as the statutory basis for sealing the closed-meeting minutes and affidavit in the supplemental file. Similar motions and unanimous votes opened and closed the security-related closed meeting; the minutes state sealed minutes are available only through a court order.

The meeting included procedural motions to recess and to adjourn. The council recessed in the morning and later adjourned at 1:29 p.m. after a motion by Council Member Andy Garland and a second from Council Member Lisa Orme; the motion passed unanimously.
