The Brooke County Commission on May 16, 2024 approved a series of routine financial and administrative items, including payments to volunteer fire departments, in-house budget transfers and a contingent-fee contract related to opioid litigation, and voted to table two requests for ARPA funding.
Commissioner Stacey Wise moved to approve the minutes of May 7, 2024; Commissioner Thomas R. Diserio seconded and the motion passed unanimously. The commission next approved petitions to reopen two estates — Robert Eugene Butler and Gerald W. Dulaney — to permit administrative and appraisal adjustments; Commissioner Andrew J. Thomas abstained and left the room for both estate items while the remaining commissioners voted to approve them.
The commission approved several disbursements from the Fire Protection Fund. Commissioner Thomas R. Diserio moved and Commissioner Wise seconded approvals for: a $3,758.34 reimbursement to Franklin Community Volunteer Fire Department (insurance); a $7,938.34 direct payment to Hexagon Digital Wave for McKinleyville VFD (SCBA life-extension bottles); a $7,938.34 direct payment to Howell Rescue Systems for Beech Bottom VFD (air cylinders); and a $7,938.34 direct payment to Keystone Fire Apparatus, Inc. for Wellsburg VFD (bunker gear). All four motions passed unanimously.
The commission unanimously approved the Brooke County Board of Health fees for permits and services and accepted the Sheriff’s Tax Office publication list of delinquent 2023 real and personal property taxes.
On legal matters, the commission unanimously approved a contingent-fee contract with Fitzsimmons Law Firm PLLC related to opioid litigation (PBM work). The body also approved a Request for Revision to the approved budget adding $20,000 for a spay/neuter grant and enacted in-house budget transfers totaling transfers to: County Commission $3,000; Valuation $9,753.08; Assessor $4,310; Prosecuting Attorney $17,958; and Courthouse $32,385.
The commission authorized advertising for bids to replace the courthouse roof generator and remove the existing unit at 632 Main Street.
Commissioner Andrew J. Thomas moved, with Commissioner Stacey Wise seconding, to table two requests from BHJ-MPJ/Region 11 Planning Development Council seeking ARPA funds: $175,000 for Brooke County PSD (Colliers Way) and $260,000 for Washington Pike PSD (valves/flush hydrants). Both motions to table passed unanimously.
The meeting concluded with approval of invoices and vouchers across multiple funds and an adjournment motion by Commissioner Thomas R. Diserio.
The commission did not set a date for follow-up on the tabled ARPA requests in the minutes.
