Marion County reinstates ODHS intergovernmental agreement, adds $1.35 million for juvenile services

On March 4, 2026 the Marion County Board of Commissioners approved Amendment #3 to reinstate and increase an incoming funds Intergovernmental Agreement with the Oregon Department of Human Services (ODHS). The amendment adds $1,350,000 for a new not-to-exceed IGA total of $2,700,000 to fund Title IV-E reimbursements allocated to pay for 2.5 full-time equivalent positions and administrative costs, retroactive to Sept. 30, 2025 and continuing through Sept. 30, 2027.

The motion was presented by Troy Gregg and moved by Commissioner Kevin Cameron, seconded by Commissioner Colm Willis. The meeting minutes record the motion as carried with Commissioners Cameron and Willis voting aye and Commissioner Danielle Bethell absent.

The Contract Review Board separately approved an order granting an exemption to reinstate the expired IGA between Marion County and ODHS as referenced in Exhibit A. The actions restore and augment county reimbursement authority under Title IV-E for juvenile services staffing and costs; the agenda and minutes do not list implementation details beyond the funding amounts and FTE allocation.
