The Belgrade Planning Board voted to recommend that the City Council rezone the property commonly known as the Foundry (formerly Jackrabbit Crossings) to a master-planned community district, advancing a zone-text amendment, zone-map amendment and preliminary plat for the site.
Brad Stein, senior planner for the City of Belgrade, told the board the project covers roughly “104 to 117 acres” and that the property “won't go into effect until the zone text is officially approved.” The proposal combines a zone-text amendment with a zone-map amendment and a preliminary plat; Stein said the plat will be conditionally preapproved but cannot become effective until the required zoning actions and findings of fact are in place.
The board heard brief questions about sequencing and conditions. A member said the request “falls in line” with previously adopted code changes and that much of the zoning detail had been aired in earlier meetings. The applicant’s engineer, Josh Smith of Allied Engineering, identified himself and said he had no prepared remarks but was available for questions.
During the public comment period, Randy Sagin of 235 West Cameron Bridge Road expressed concerns about school capacity, traffic on Cameron Bridge Road during peak hours, lot sizes shown on the map and the possibility of apartments near existing single-family lots. Sagin said mill-levy fatigue among residents affected support for additional school funding and asked the board what long-term infrastructure planning exists for the area.
A committee member moved to recommend the rezoning for the property owned by Jack Rabbit Crossing LP LLC; a board member seconded, the board discussed and then called for a voice vote. The board advanced the recommendation to the City Council; the council will consider the items in two readings and must adopt the zone text before the map amendment and plat can take effect.
The item will move to the City Council for further consideration; no final municipal action occurred at the planning-board level.
