The Wells County Council met in special session on March 25, 2024, at 5:30 p.m. at the Wells County Carnegie Annex in Bluffton and approved additional appropriations for the Rainy Day fund and the Local Trax Grant 20.205 fund.
During the meeting, Highway Supervisor Shawn Bonar told the council he had assumed additional duties after the Highway Engineer left employment and requested staff and compensation adjustments to cover the added workload. Bonar requested an additional front-office bookkeeper, a $3,000 annual stipend for the current #1 bookkeeper as an ERC (Employee in Responsible Charge) Assistant, and a $27,000 annual stipend for the supervisor to assume ERC responsibilities.
Councilmember Brandon Harnish moved to add an additional bookkeeper to the Highway Department and to approve the job description as presented, and Councilmember Steve Huggins seconded. The motion carried on a roll call vote, 6-0.
A second motion, by Scott Elzey and seconded by Brandon Harnish, approved a $3,000 annual stipend for the #1 Bookkeeper as an ERC Assistant, effective immediately and set to terminate upon hire of a Highway Engineer. That motion passed 6-0 by roll call vote.
A third motion, by Steve Huggins and seconded by Todd Mahnensmith, approved a $27,000 annualized stipend for the Highway Supervisor to carry ERC responsibility, effective immediately and terminating when an Engineer is hired who assumes ERC duties. The motion carried 6-0 by roll call vote.
Earlier in the session, the council approved additional appropriations for the Rainy Day fund and the Local Trax Grant 20.205 fund after a motion by Scott Elzey, seconded by Todd Mahnensmith; that motion carried 6-0 by roll call vote.
The meeting record notes that Seth Whicker served as council president; Councilmember Steve Huggins participated remotely via Zoom; Vicki Andrews was absent; and County Auditor Lisa McCormick was present. The council adjourned at 6:50 p.m.
The stipends and the added bookkeeper position are effective immediately and are explicitly set to end when a Highway Engineer is hired and takes on ERC duties.
