The Roosevelt County Commission voted unanimously on April 15 to award ITB 2024‑07 for fairgrounds livestock stalls and coverings to Nixon Enterprises, Inc. for $699,893.74. Assistant County Manager Liliana Rivera told the Commission the bid was the only one received and described it as “responsive and responsible.”
Commissioner Paul Grider moved to approve the award and Commissioner Roy Lee Criswell seconded; Commissioners Grider, Criswell, Tina Dixon, Rodney Savage and Dennis Lopez (by phone) voted yes. The motion records show the award will proceed to contract execution following the Commission’s approval.
Rivera said the solicitation was published beginning March 21, 2024 in the Albuquerque Journal, in the local paper and on the county’s website and that the project documents were also provided directly to contractors by the project architect. County Manager Amber Hamilton noted the publication period exceeded the legal minimum of 10 days.
The contract covers supply and installation of livestock stalls and protective coverings at the Roosevelt County fairgrounds. The county did not specify a project start date or construction timeline during the meeting. The Commission did not discuss alternate bidders or a protest period on the record.
The Commission’s approval authorizes staff to finalize the award and proceed with contracting. No additional public comment or opposition was recorded during the meeting.
