Commissioners reported findings from assigned research: the Unlisted Business Uses process (10‑20‑507) could be handled within this year’s zoning code review; HB 48 would allow a municipality to identify Wildland Urban Interface (WUI) areas and would impose higher building or defensible‑space requirements for development in mapped WUI zones — commissioners suggested Town Council determine any WUI mapping and P&Z provide feedback on how WUI designations interact with existing zoning. Commissioners noted HB 37 (multifamily density standards) and SB 268 (First Home Investment Zones) do not automatically apply to Bluff given the town’s population under 5,000, though commissioners said the town could choose to adopt similar incentives or policies voluntarily.
The commission also flagged HB 368 (development assurances/bonds) for review of the subdivision code to ensure any expedited developer processes are consistent with local requirements, and confirmed that water‑conservation measures are already addressed in Bluff’s General Plan. Commissioner Anne Brown described active‑transportation planning and said trail design work is underway with potential construction on a trail connecting Montezuma to Monument Valley and Moab, which could intersect Bluff planning considerations.
No binding decisions were made at the meeting; commissioners agreed to fold relevant legislative follow‑up into the year’s zoning‑code rework and to provide further recommendations to Town Council as appropriate.
