Madison County OKs $21M re‑appropriations, multiple vendor contracts and Recorder digitization funding

Madison County’s Board on Jan. 20 approved a set of finance and procurement actions that included large reappropriations of unspent FY2020 budget items, targeted emergency appropriations and multiple vendor contracts.

Finance and Government Operations reported reappropriations of $21,064,063.95 in unspent FY2020 budget amounts to FY2021 accounts, covering highway, bridge, matching tax, MFT and capital project funds. The board approved the claims and transfers report for December and several FY2020 and FY2021 immediate emergency appropriations to cover departmental deficits and grant awards; the combined items were moved and adopted on committee recommendation.

Notable contract approvals included:

• Recorder office media conversion and automation: the board approved contracts with Fidlar Technologies for index books and plats (181,347.79) and roll film conversion (258,328.00), plus an Avid Bastion hosting renewal (50,400.00). The meeting record shows a Recorder Office Automation Fund appropriation of $450,000 for this media conversion work.

• Jail medical services: the board renewed the professional services contract with Advanced Correctional Healthcare, Inc. for medical care at the Madison County Jail at $422,302.64, to be paid from the jail medical budget.

• Facilities janitorial services: two annual renewals with C.R. Systems were approved (FY2020 renewal at $255,469.00 and FY2021 renewal at $262,054.00) with funding from Facilities Management general & administrative funds and department budgets.

• Sheriff vehicles and equipment: the board approved the purchase of four 2021 Ford Police Interceptor Utility AWD vehicles (Morrow Brothers Ford) for $146,360 from FY2021 Sheriff Capital Outlay funds and accepted a low bid for two commercial washers and dryers for the jail ($33,579).

• Elections software support and training: the board approved VEMACS support for the County Clerk at $61,639.86 and a short‑term supply chain management training contract not to exceed $41,250 funded by an Illinois State grant.

Board minutes record unanimous or committee‑recommended roll calls on these items; many originated from the Finance, Facilities Management, Judiciary and Recorder offices. The actions transfer and earmark county funds; the Recorder media conversion in particular consolidates several contracts that together exceed $450,000 and are to be paid from the Recorder Office Automation fund.
