The Town of Port Deposit Town Council voted unanimously on Sept. 16 to allocate 10,000 gallons per day of sewer capacity to Rockland LLC as a placeholder for the Rock Run development.
Councilman Tom Knight moved to approve the allocation and Councilwoman Randa Thiele seconded; the motion carried with all members voting in favor. The County has planned an expansion of the county sewer plant to 550,000 gallons per day by 2027 and told the council it would allow the Rock Run project to proceed if the town set aside the 10,000 gpd allocation.
Developer Joe Moran said he was eager to begin the project, and Deputy Mayor Kevin Brown described the allocation as an important opportunity for residential growth. Town Administrator Vicky Rinkerman presented the County’s timeline and the allocation request to the council.
The allocation is recorded as a placeholder; additional county approvals or technical steps tied to the plant expansion remain in the County’s authority and may be required before any construction or connection occurs. The council did not record conditions beyond the allocation at the work session; next procedural steps will follow county and developer schedules.
