Soddy-Daisy holds public hearing, approves first reading of pay ordinance for mayor and commissioners

The Soddy-Daisy Board of Commissioners on April 4 held a public hearing and approved on first reading an ordinance to establish monthly compensation for the mayor and city commissioners.

The move followed legal guidance from City Attorney Elliott, who told the board that "under State Law the term begins at the first regular meeting after the election," and that state law limits the ability of a sitting commission to vote itself a pay increase. Elliott outlined two options for effective dates: staggered starts for some commissioners beginning in November 2024 with others in 2026, or making pay effective for all commissioners after the first meeting following the 2026 election. The board discussed implementing the ordinance effective in November 2026, consistent with the workshop direction.

Commissioner Shipley moved to approve the ordinance on first reading, Vice-Mayor Coleman seconded, and the motion passed with Vice-Mayor Coleman, Commissioner Penney, Commissioner Shipley and Mayor Everett voting yes and Commissioner Keith voting no.

The ordinance remains at first reading; no members of the public spoke in opposition during the hearing. The board did not adopt a final effective date in the meeting minutes beyond the options described; the draft in the packet links the effective date to the first regular meeting after the election as described by city counsel.
