Edmond’s auditors give city a clean opinion; Performer score improves to 7.7

The council reviewed and accepted the annual comprehensive financial report and single-audit for the fiscal year ending June 30, 2023. Finance staff reported that external auditors provided a clean opinion and found no material weaknesses in internal control.

"In our opinion, the financial statements referred to present fairly in all material respects the respective financial position... as of 06/30/2023," city finance staff read from the audit presentation. The city finance director noted a few process items on reconciliations and said staff will work with the internal auditor to strengthen those processes.

Frank Crawford of Crawford & Associates presented the city’s Performer report, a condensed analysis of roughly 17 financial ratios. "For the year ended June 30, 2023, you scored a 7.7," he said, explaining that a 7.7 reflects a return to Edmond’s historical upper-sevens performance, with sub-scores that included a financial-position score of 5.3 and an exceptional 9.9 performance score.

Council members thanked staff and noted the report will inform budgeting and long-term planning; the council then voted to accept the audit and related items as part of the consent agenda.
