The Lowell City Council opened and closed a public hearing on the Lowry Oaks subdivision and then voted to adopt the development agreement as written.
Mayor Larry Oaks led the proceeding into the public hearing and, after staff indicated no members of the public wished to speak, the council closed the hearing and moved to take action. Council member (identified in the transcript by the motion) moved to adopt the development agreement; the motion was seconded and the mayor called the vote. The council approved the agreement unanimously.
City manager Tyler explained that the agreement would allow development activity tied to the former Indian Motorcycle site and an adjacent vacant parcel, and that adoption would allow the applicant to proceed under the terms discussed in planning review. No amendments to the agreement were recorded during the meeting.
What's next: With council approval, the development agreement stands adopted as written; staff will proceed with administrative steps needed for implementation and any subsequent permitting.
