City manager Tyler briefed the council on a proposed text amendment to the City of Lowell development ordinance (Article 8, Table 8.1) to add motorcycle sales (new and used, parts and service) and recreational vehicle sales (new and used) as permitted uses in the MU-2 mixed-use zoning district. Tyler said planning staff and the planning board had reviewed the request and that the change would enable an RV/Airstream dealer to operate at the former Indian Motorcycle site and allow a prep shop on an adjacent parcel.
Tyler described the practical effect: the requested change would add those uses to the MU-2 table of uses so the parcels in that district would list motorcycle and RV sales as allowed uses. Councilors asked how many MU-2 locations exist; Tyler said about eight to ten areas and offered to provide a map and a parcel list. Council member concerns focused on applying the change to all MU-2 areas rather than limiting it to a single parcel.
Council member (mover) made a motion to set a public hearing on the amendment for April 14, 2026 at 6:00 p.m.; the motion was seconded and passed unanimously. Staff will include maps and planning-board materials with the hearing notice.
