The Mount Pleasant City Council approved a $134,455 proposal for a transmission-line survey connecting Mount Pleasant and Fairview, with staff emphasizing the city will pay initial costs and pursue reimbursement under an existing $1.2 million grant.
Staff described the project timeline and easement needs: a draft design targets 30% completion by late May and 60% by July, with survey work expected after July and coordination needed with property owners and the neighboring Fairview jurisdiction. "The total cost of it was 134,455," staff said during the presentation. He added, "we have to pay for the cost up front and then reimburse it... a lot of this will get reimbursed to the $1,200,000 grant that we do with it."
Councilmembers raised questions about survey extents, whether county easements could be used to reduce costs and how the city would split portions of the work with Fairview. Staff said TRC (now bought out by WSP) will assist with legal and design questions and that some design tasks may be phased by service area.
Council approved the survey by motion and roll call. Staff said they will return with a property-owner engagement plan and a more detailed schedule as the design advances.
