The project applicant described the structure as a private arena for family use; staff said the building footprint and whether walls would be installed affected the applicable setback. Commissioners discussed multiple setback figures cited in the application and plans — 15, 18, 20 and 25 feet were all referenced during the exchange — and whether the AR‑5 zone or a commercial classification controls the requirement.
"But if your business license is considered commercial, are we gonna have to look at it different?" the chair asked, noting commercial status would trigger additional site‑plan requirements. Staff agreed the classification matters for setbacks and permitting and apologized for not confirming the distinction before the meeting. Commissioner S4 moved to table the item until staff could determine whether the use is commercial or home‑based and confirm the correct setback; S2 seconded. The motion carried on a unanimous voice vote.
The commission recorded that the item will be placed on the next available meeting agenda (a meeting within 10–12 days was discussed) and that staff will provide updated materials clarifying whether the arena is a commercial use and the applicable setback calculation. The applicant and neighbors were present for questioning; commissioners asked about proximity to the west fence line and whether occasional family use would be the only activity on site.
Because no final action was taken, no permits were approved at the March 9 meeting. The commission instructed staff to report back with the business‑license status, applicable setbacks under AR‑5 versus commercial zoning, and whether the site plan must meet commercial site‑plan standards.
