The Richmond City Board of Commissioners took first readings on two annexation ordinances.
Ordinance 26-08: The clerk read a first reading to annex 1055 Berea Road (deed book references provided) into Richmond's corporate limits and assign a B-3 highway/business zoning classification. The clerk noted the Richmond Planning and Zoning Commission recommended annexation and a B-3 classification following a public hearing on Feb. 18. The board moved the ordinance to the floor for discussion; no final vote was taken, and a second reading was scheduled for March 24.
Ordinance 26-10 (Ramsey Farms Kentucky LLC): The city manager read a first reading to annex multiple parcels owned by Ramsey Farms Kentucky LLC (addresses listed, acreage cited, including 1837 Lancaster Road and 172 Elliot Ford Road). The manager said the parcels were contiguous to city boundaries, already served by municipal utilities, and would retain agricultural zoning if annexed. Because of a 45-day statutory notice requirement to the Madison County fiscal court, the manager said the second reading would be deferred to the Board's April 28 meeting.
Why it matters: Annexation can change service responsibilities, zoning and future development patterns; the Ramsey Farms ordinance also included procedural timing tied to Kentucky Revised Statutes.
