Board of Nursing cleanup bill advances; committee adopts substitute on glucagon

Representative Kim Mosier described House Bill 280 as a Kentucky Board of Nursing cleanup measure. She said the bill clarifies the board's authority to investigate out‑of‑state nurses applying for Kentucky licensure and corrects prior language that required issuance of a license to applicants regardless of conditions; the updated language makes issuance contingent on meeting Kentucky requirements.

The bill also updates school rescue medication provisions, listing inhalers, nebulizers, glucagon, solu‑cortef and allowing intranasal epinephrine delivery. Mosier said the committee substitute addresses glucagon administration specifically, reflecting feedback from the American Diabetes Association.

The committee moved and seconded the bill; the clerk called the roll and the motion passed unanimously (recorded as 9‑0). During committee discussion a member asked whether childcare centers were covered; the sponsor said the substitute addressed school medications only and she would investigate whether childcare centers should be included.

The committee passed the amended bill by voice vote and advanced it for further consideration.
