The Advisory Commission on Policing received a staff briefing on March 9 about the county's capital improvements program (CIP) and the operating-budget schedule and voted to publish subcommittee memos alongside agendas and minutes.
Logan (staff, speaker 13) presented a brief slide deck explaining that the county executive transmits the recommended operating budget in mid-March, public hearings are scheduled for early April, committee review runs mid-to-late April and final council approval typically occurs in May with the fiscal year starting July 1. Logan highlighted early-April hearings as an opportunity for the ACP to submit written testimony or speak on policing-related budget items.
Separately, Francisco (speaker 5) proposed that memos and reports prepared by subcommittees be included on the ACP website as part of a public-facing package (agenda, minutes, attendance and reports). The commission voted to adopt that practice; the motion passed after a second and was recorded as "motion carried." Members agreed that narrow, committee-submitted memos would be posted but that drafts and informal intra-committee communications could remain internal.
Next steps: Logan will circulate the slides and staff will develop a standard format for posting memos and meeting packages on the ACP website.
