Curtis said the plan documents the town’s health-care landscape and is intended to support applications for rural-health funding and conversations with providers.
Council members debated the plan’s tone and content. One council member said the plan’s statistical analysis suggested the town "wasn't going to have a hospital" and questioned how the recommendation to pursue a hospital could be reconciled with the data. Another council member said the document lacked targeted, checklist-style actions and suggested more direct references to local providers such as Paradise Medical Group and Adventist Health.
Staff said the plan’s value is in documenting the community’s needs and creating a foundation for grant applications, including upcoming state rural-health funding. The council acknowledged disappointment in parts of the plan but approved it to position the town for potential funding opportunities and to allow staff to return with more detailed recommendations and cost estimates.
The vote to adopt the plan passed on a council motion; staff said next steps include identifying funding sources and returning with implementation steps and possible partnerships with regional providers.
