At the May 6 meeting the council recorded the following formal actions and votes:
- Consent calendar: Approved unanimously (5–0).
- Item 10 — Resolution of intention to amend CalPERS contract (cost‑sharing as negotiated in employee MOUs): introduced and approved by council (5–0); staff to hold required employee ballots and return following the notice period.
- Item 11 — Amendment to FY24‑25 comprehensive fee schedule to add a 2% technology fee on building permits to cover permit and plan‑review software licensing: approved (5–0).
- CCW psychological‑evaluation vendor and fee allocation: Council selected Seal Beach Counseling and, by motion (moved by Councilmember Rick Crosby; seconded by Mayor Pro Tem Steve Johnson), directed staff to prepare a fee resolution so the city would pay $155 per applicant. The motion carried 3–2; Councilmembers Lau and Mayor Hepburn recorded dissenting positions. Staff will bring a fee resolution back to council for formal adoption and contract signature.
- Durwood Way / Civic Center parking restrictions: Council approved a resolution establishing time‑limited parking on the north side of Durwood Way (and restricting the Civic Center lot for city business) and directed staff to post signage and monitor impacts (motion carried 5–0).
For each action staff noted next steps (fee resolutions, contract paperwork, staff reports and monitoring) and estimated follow‑up timelines. Council also requested additional background data for the budget and CIP ahead of June deliberations.
