The council voted 7–0 to approve a specific use permit (ZA26‑0006) and associated plat revision to relocate an existing telecommunications tower at the Carroll ISD Administration Center, and to revise the lot lines for the Old Dragon Stadium site.
Planning staff explained that the proposal moves the compound about 260 feet to the south into the administration building parking area; the new monopole would be approximately 115 feet tall and would not require lighting because stadium lighting will not be attached. The applicant requested variances to landscape requirements around the compound, to a colocation requirement (the proposed pole would not structurally support additional carriers) and to setback/fall‑zone provisions tied to the tower height. Planning & Zoning recommended approval and granted the requested variances.
Lanny Money, Carroll ISD director of facilities, said the district is seeking the SUP and plat revision to enable disposition or sale of surplus property and to reconfigure boundaries consistent with district plans. Council approved both the SUP and the plat revision and granted the variances referenced in the staff report by a 7–0 vote.
No public opposition spoke during the council public hearing; one notification outside the 300‑foot area was in favor. Council noted the P&Z recommendation and the limited number of public responses.
