Committee approves bill directing LBO to collect school‑district health insurance data

The Commerce Committee on March 10 recommended passage of Senate File 1201, which directs the Legislative Budget Office to collect information from school districts on the details and costs of employee health insurance plans.

Senator Kunish, the bill author, said the survey will gather district‑level data on plans, enrollment and financials to help lawmakers understand how insurance costs are affecting staffing and budgets. "This bill will help the legislature understand the statewide picture around health insurance increases that are putting pressure on our school district budgets," Kunish said.

Amanda Kotke, a science teacher, described a family medical emergency and steep out‑of‑pocket bills that left her household financially harmed. "My paycheck after taxes goes to health insurance and our mortgage," she told the committee. Lori Gough, a special‑education para, described long‑running coverage gaps for her child and the strain of paying for essential medications.

Members discussed whether districts already maintain the requested data and the LBO’s capacity to run the report; counsel and members noted an appropriation appears in the bill and urged the author to consult districts.
