The Wylie Parks and Recreation Board on March 9 adopted amended and restated bylaws that change eligibility and procedural rules for board membership.
Janet Piper, the board secretary, told members the changes came from a city council work session and staff review. "Staff has prepared proposed revisions in track changes format," she said, and pointed to several substantive changes: a requirement that each board member have "been a resident of City of Wylie for not less than 12 consecutive months immediately preceding appointment," that members be "a qualified voter of the city of Wylie," and that members not be city employees or spouses/domestic partners of city employees. Piper also explained a new procedural rule on abstentions: "If the board member chooses to abstain from voting where no declared conflict of interest exists, the vote shall be recorded as a negative vote in the official meeting minutes," and said that legitimate recusals require a notarized form completed prior to the meeting.
Board discussion focused on clarifying terms and implementation. Scott Hebel asked what "resident of the City of Wylie" means for people who live in unincorporated areas that use Wylie services; Piper replied that residency is tied to paying city property taxes and being registered to vote in the City of Wylie. Members also asked about timing changes: notice-posting rules and the chair's agenda submission window were shortened or otherwise adjusted to align with council directives.
Tara Harrison moved to approve the bylaws as presented; a colleague seconded and the motion passed unanimously (7 yeses). Piper said staff will place the board-approved bylaws on the city council agenda for the council's further action.
The adopted changes will be implemented by staff procedures and reflected in the bylaws once city council completes its review.
