Town Administrator Stephanie Bacon announced that the Town of Northborough will place three articles related to the White Cliffs property on the Town Meeting warrant on April 27 at 6 p.m. at Algonquin High School. She made the announcement on site at the White Cliffs, 167 Main Street, and invited residents to an open house on April 16 from 12 to 2 p.m.
Bacon said the three articles are a lease-to-purchase agreement, a tax-abatement (commonly called a TIF), and a rezoning proposal to reconcile a parcel that is currently split between residential and business zoning. "We are going to bring to town meeting ... 3 articles for the White Cliffs," Bacon said, describing the items that will appear on the warrant.
On the proposed lease-to-purchase, Bacon described the basic financial structure: the lease would run from year one (upon issuance of a certificate of occupancy) through year 8.5. "It's $35,000 per year, and then we add on an escalator of 3%, which is compound interest thereafter," she said. The negotiated purchase price is $2.5 million; Bacon gave an example of the post-lease purchase-price escalator, saying a 2% increase at year 9.5 would add "$50,000." The town administrator emphasized that certain escalators are compounded per the agreement.
Bacon said the tax-abatement article is proposed because the developer expects to invest "millions" to remediate environmental hazards in the building. She identified the hazards as "lead from old paint," "asbestos," and "mold," and said the town is proposing a seven-year tax abatement to reflect the scale of that investment.
Explaining tax mechanics, Bacon said that once the agreement is signed the town will recoup taxes based on the building’s current assessed value and that future taxes will be calculated on any improvements made to the property.
On rezoning, Bacon said the goal is to correct the split zoning on the parcel so that the property is governed consistently for future use. She said architects working with the project developer, Elegant Banquets, will bring design renditions to Town Meeting for public review.
Bacon encouraged residents with questions to contact the town administrator's office and reiterated the two opportunities for public engagement: the April 16 open house at White Cliffs (12–2 p.m.) and the Town Meeting at Algonquin High School on April 27 at 6 p.m. "If you have any questions ahead of time, please call the town administrator's office," she said.
