Vice Chair Rick Norris presented House File 36‑57 on March 10, calling for a bipartisan property tax task force to take a data‑driven look at Minnesota’s property tax system and make recommendations to the legislature. Norris argued it has been about 25 years since systemic reform and said the task force would look for practical, bipartisan solutions for potential action in 2027.
Beth Johnston of the League of Minnesota Cities testified in support and submitted a joint letter from the League and county partners. Johnston told the committee the state’s property tax system is complex and that a dedicated study would help evaluate relief programs and the relationship between state and local fiscal responsibilities.
Members urged careful attention to task force membership and scope. Representative Elkins recommended more legislative seats and a broader review of local tax tools including TIF, local option taxes, and levy practices; Chair Davids and other members agreed on the need to refine membership to include technical experts and a mix of stakeholders. Representative Norris said sponsors would work with members to scope the task force.
The committee laid HF 36‑57 over for possible inclusion in the 2026 omnibus tax bill so sponsors could finalize membership and scope details.
What’s next: Sponsors will circulate proposed task force membership and scope language for committee review prior to further action.
