Staff summarized the application and said the proposal meets MX‑2 zone dimensional standards and the development agreement’s conceptual plan. The planning team recommended a 10‑foot detached sidewalk and a 10‑foot landscape buffer along both street frontages and a 10‑foot pathway along Bridal Canal, with the pathway terminating at the north side of Lot 1 and connecting to Mavado Way via a recorded cross‑access agreement. ACHD has indicated temporary full access to Overland Road is allowable now but may be restricted in the future.
Applicant Derek Turner (David Evans and Associates) said the applicant agrees with staff conditions. A local resident (Kim Boyack) asked questions about ingress/egress and traffic on Movado/Mavada Way; the applicant said a cross‑access easement secured in 2018 provides connection and that primary access is planned to Overland.
Commissioner Seja moved to recommend approval to City Council subject to the planning staff conditions; Commissioner Torres seconded and the recommendation passed on a roll call vote.
The recommendation will be forwarded to City Council for final action; any future development on Lot 1 will require separate planning approvals under the development agreement.
