Director Mike Strong updated commissioners on a plaque nomination the commission first received Nov. 10 for the "4 Hands of History" mural located at the Circle K at 3110 Roosevelt. He said the commission had unanimously recommended the nomination but that it is contingent on the property owner’s written authorization.
"Procedurally, the project proponent needed to obtain the property owner's authorization," Strong said. "A draft agreement has been prepared ... but that agreement has not been signed to date, so we're unable to advance the nomination forward. Once the property owner agrees and affirms to the plaque installation, we will be returning to the commission to ratify a resolution to formally approve that nomination, and that will be forwarded to the city council with a request to budget the installation, which I believe an allocation of about $1,000 would be needed for the plaque."
Strong outlined maintenance responsibilities in the draft: the city would pay the one-time fabrication and installation costs while routine upkeep (removal of graffiti and small repairs) would be the property owner’s responsibility. Commissioners reiterated that the nomination was contingent on owner consent and that if the owner declines, the nomination will not proceed.
No final action was taken; staff will continue coordination with the property owner and the nomination proponent and will return to the commission when owner authorization and budget request are in place.
