Staff and a wetlands board representative explained the changes: (1) adjustments to definitions and USGS quadrangle references to clarify boundaries, (2) updated public‑notice requirements that include website notice (7 to 14 days depending on the notice), and (3) insertion of the state‑mandated definition of 'living shoreline' into the code. The living‑shoreline definition (cited from Va. Code §28.2‑1040.1(a)) specifies shoreline management practices that provide erosion control and water‑quality benefits through placement of plants, stone, sand fill and structural/organic materials, and that may enhance coastal resilience where practicable.
Supervisors asked staff to confirm the specific wording; staff located the statute‑based definition and read it into the record before the board voted. The ordinance also adjusts application materials so applicants must consider whether a living shoreline is appropriate for projects reviewed by the Wetlands Board. The measure passed on unanimous roll call.
