Planning commission to consider watershed protection overlay with possible protections for Castle Valley aquifer

Council members previewed a planning commission item scheduled for later the day to discuss a Grand County Watershed Protection Overlay and protections for two watersheds that feed local aquifers.

A council member explained the overlay would allow a menu of protections (for example, limits on underground storage tanks, septic regulations, setbacks from streams and highways) and noted a proposed overlay must meet statutory coverage thresholds in some cases. The member said maps showing the Glen Canyon and Castle Valley watersheds were prepared and that adding Castle Valley to the county’s watersheds discussion is a priority.

Council members discussed sole‑source aquifer designation and its limits: one participant noted that sole‑source designations primarily affect federal funding decisions and federal lands, and that much of the aquifer lies outside federal land. The council agreed it would push for the strongest practical protections in county land‑use tools and use the general plan and upcoming land‑use code update to advance discussion.

The council encouraged members to attend the planning commission meeting (noted to begin at 5:30 p.m.) to provide expert comments and to press for inclusion of Castle Valley in the watershed protection overlay evaluation. Staff promised to send existing materials describing the proposed overlay protections to interested members.
