Petitioner Tequila Clark described plans to operate a restaurant on one side of the building and a banquet hall on the other. Council and the applicant negotiated detailed operating conditions during the meeting, including hours of operation (restaurant hours and limits on banquet service and entertainment were set as part of the amendment), event setup and cleanup windows, and limits intended to address neighborhood concerns. The council amended the ordinance language on operating hours before the final vote.
