Florissant council approves Taste LLC special‑use permit for restaurant and banquet center with amended hours

The Florissant City Council on March 9 approved an amended ordinance authorizing a special‑use permit for Taste by R and B LLC to operate a restaurant and a separately staffed banquet center at 1127–1133 North Highway 67 (Bill No. 10184, adopted as Ordinance No. 9180).

Petitioner Tequila Clark described plans to operate a restaurant on one side of the building and a banquet hall on the other. Council and the applicant negotiated detailed operating conditions during the meeting, including hours of operation (restaurant hours and limits on banquet service and entertainment were set as part of the amendment), event setup and cleanup windows, and limits intended to address neighborhood concerns. The council amended the ordinance language on operating hours before the final vote.

A roll‑call vote on the amended ordinance recorded a majority in favor; recorded votes in the transcript included O'Donnell, Parson, Sayam, Harris, Manganielli, Egan and Shildroff voting yes and Caputo voting no (Pagano's vote was recorded as yes in the roll call). The clerk announced the bill passed and became Ordinance No. 9180.

Council discussion leading up to the vote focused on noise mitigation, the separation of restaurant and banquet functions, restroom capacity, parking and how the business would manage event end times to minimize neighborhood disturbance. The applicant agreed to staff and safety measures, to limit banquet entertainment under ordinance conditions, and to provide final build‑out specifications to city staff prior to permitting.

The council also discussed the process for future adjustments to hours (the applicant may return to request an amendment), and the city indicated standard permit and inspection steps will follow implementation.
