Venue 347 petitioners describe banquet plans; council asks for permits, drawings

During Public Hearing No. 2603012, Terrence Burton (speaking for April Murray) and April Murray described plans to convert a 2,000‑square‑foot space at 1833 Dunn Road into a banquet center for weddings, receptions and community events. The planning and zoning commission trimmed the applicant’s original capacity request to 74 people including staff, and the council asked for clarification on the presence and design of a kitchen, restroom stalls, bar placements and hours.

Council members repeatedly requested stamped drawings, county or city kitchen permits and a clearer description of whether the proposed use was an event center (which the city restricts) or a banquet hall (which is allowed under conditions). The applicant said a kitchen would be installed (staff‑only break‑room kitchen currently planned) and that parking would be sufficient; she said the facility would use security systems and limit bar seating if necessary to remain within occupancy limits.

Several members expressed skepticism about late‑night hours and potential noise for adjacent apartments; one member cited prior complaints about music at a different establishment. The council did not take a final vote at the hearing and asked the applicant to return with detailed construction drawings and permit documentation before any final action.
