Patrick McCarty of McCarty Companies and the prospective tenant outlined revised plans for a reduced 16,632-square-foot industrial building at 1 Lyman Street and asked the commission for support on the concurrent Notice of Intent and stormwater/land‑disturbance permitting.
McCarty said the previous 20,000-square-foot footprint was reduced and the parking layout moved closer to Bartlett Street to respect the 25-foot no-disturb and 35-foot no-structure setbacks. He told commissioners the planning board approved an amended site plan and the project has a DEP file number (2471272).
On stormwater, McCarty said the revised design keeps treatment performance high: "We're still meeting our 97% TSS removal, which is greater than required by the stormwater management guidelines," he said. The planning board asked the team to swap two drop inlets for full hooded deep-sump catch basins, provide confirmatory soil testing for roof dry wells, and post a $5,000 deposit to cover peer-review inspections and a required preconstruction meeting.
Retired former agent Vincent McNally, who reviewed the flagged delineation before winter, said he was comfortable with the November delineation but commissioners asked that flags be walked again without snow to confirm the line in the field. Glenda Williamson, the commission's new conservation agent, requested confirmatory testing and an as‑built certification prior to occupancy to ensure the constructed basin functions as designed.
Because snow still covered the site and some engineering clarifications remain, the commission voted unanimously to continue the 1 Lyman Street Notice of Intent to the April 13 meeting. Commissioners listed required follow-ups including additional soil testing, confirmation of the proposed hooded catch basins and submission of as‑built and certification materials before a final occupancy sign-off.
No permits were issued at the March meeting; the applicants will return with the requested documentation.
