Council member Ian Calder Piedmont introduced a preliminary design on March 10 for a 35-space parking lot behind the Springs Library intended to ease chronic shortages during community events.
Town engineer Matt Jedlica (presented as the project engineer) described a conceptual plan that favors pervious surfacing for stormwater infiltration, a concrete accessible parking area with a brick pedestrian connection to the library, modest screen plantings at the Springs Fireplace Road frontage and a design positioned outside the DEC wetland buffer to avoid more extensive permitting. He said the drawing is schematic and would move to final design, construction documents and public bidding if the board endorses the concept.
Board members broadly supported the need and the concept but asked follow-up questions about pedestrian and ADA connections to Parsons Place, whether any lighting would be included, surfacing options (pervious gravel versus grid pavers) and long-term maintenance (plowing and stormwater performance). Jedlica said any lighting would be a board decision and could be dark-sky compliant low-level bollards if added; he noted the plan seeks to minimize habitat impacts by siting the lot where habitat quality is lower.
Ian Calder Piedmont said the project is in the capital plan for this year to avoid missing another season and will be shared again with the Springs Citizens Advisory Committee for comment. Staff noted permitting steps will include either a DEC no-jurisdiction determination or full DEC review if required.
No final design or schedule was adopted at the work session; the board requested additional public outreach and technical design work before returning to a future meeting.
