The second and more contentious measure addressed the short‑term rental third‑parking‑space requirement. The commission voted to change the effective date for that provision to April 17.
Staff explained how the change affects previously revoked rental licenses: owners who had a valid rental license before April 17, 2026, would not be required to add a third parking space; staff will ask those owners to confirm whether they want reinstatement and will prorate credited time onto future renewal cycles where applicable. We are going to prorate their time, staff said, explaining staff will work out how to apply previously paid months toward a renewed cycle; staff also said fees are not automatically prorated for new owners who apply after a sale.
Commissioners acknowledged considerable community disagreement on the short‑term rental parking rule and directed staff to prepare a memo explaining the reinstatement process and next steps. Staff said they will circulate the comprehensive plan link and the memo to commissioners and post the public‑comment link on the county website for upcoming hearings.
