The Rockingham County Planning Board voted to recommend approval of a conventional rezoning for a wooded parcel north and west of 1553 Mispa Church Road in Williamsburg Township.
Planning staff presented rezoning case 2026-03, saying the parcel (tax PIN 891200713983) is in the Rockingham County land‑use plan’s O‑2 rural lands transect and that the plan calls for residential agricultural (RA) in that area. Staff told the board the request is to change the parcel from Residential Protected (RP) to Residential Agricultural (RA) and recommended approval.
Daniel Leonard, who identified his Reidsville address for the record, told the board the proposal is for a single‑lot manufactured home placed toward the rear of the parcel where the land slopes. Leonard said the site currently lacks a well and septic and that those utilities would be installed; he told the board the property would meet county setbacks. He also said a family member who lives nearby is undergoing chemotherapy and the proposed housing is intended to provide an affordable option for that relative.
Board members asked technical questions about septic sizing, shared well possibility and site layout. Staff noted septic requirements are set by environmental health and reminded the board that, because this was a conventional rezoning, the board should consider the general uses allowed in the two districts rather than site‑specific configurations.
At the conclusion of the discussion, Mr. Coruscott moved "to recommend approval of this request based on the consistency and reasonableness determination statements that are included in the agenda packet as may be amended during the rezoning process." The motion was seconded and members responded by voice; the motion carried. Chair announced the planning board’s recommendation will be heard by the Rockingham County Board of Commissioners on April 16 for a final decision.
In other business the board reviewed and signed a board order related to a previously decided cell‑tower matter; staff characterized that action as administrative paperwork finalizing a decision reached at an earlier meeting.
The planning board adjourned after completing its agenda.
