Lenoir City council voted to move forward with a signed agreement covering replacement of a roughly 75-year-old water line in the West Hill area and related pavement work.
The chair said the contractor replaced the aging main at its own expense and has agreed to pay an additional portion of the new work; the city attorney prepared the agreement and the chair asked that the item be added as agenda item 8 so council could approve it. Council members asked staff to provide printed copies and the motion to proceed passed.
Staff and council discussed costs cited in the record: the chair said the larger infrastructure replacement previously was about $2.02–$2.5 million borne by the developer and that the agreement includes an identified city share written in the proposal (the transcript lists several figure fragments; staff noted the final contract cost for the roadway portion as $260,235 on the packet material). The chair told council the contractor agreed to pay half of a referenced amount in negotiations and staff said vendors would honor the current quote for roughly 30–60 days.
Council members expressed concern about making sure the agreement language is clear and asked whether a standardized definition could be used to list the affected streets consistently in the contract; staff said the agreement had already been signed but would revisit material changes if needed. A councilmember moved to proceed with execution and release of the contract; the motion carried.
The council directed staff to provide copies of the agreement to members and to proceed with the project so work can begin before quoted prices change.
