Lenoir City council considered two land-use items affecting the citys growth area near Highway 321.
Staff presented a first reading to annex roughly 2.85 acres at West Buttermilk Road and Highway 321, describing the parcels as contiguous with existing city property under the same owner and indicating city water and sewer would serve the site. Staff said the annexation process follows Tennessee statutory requirements and the city's interlocal agreement with the county; the packet referenced statutory provisions for annexation procedure.
Council members discussed whether the city could require developer contributions for future public facilities, such as a fire station or emergency services, as the interstate area builds out. Staff and council suggested options, including permit fee adjustments or planning commission review, and said the planning commission would examine permit and fee structures.
Separately, staff presented a rezoning request to change a 2.37-acre lot at Highway 321 and Bittersweet Lane from R-2 (medium-density residential) to C-3 (highway commercial). Staff said the lot fronts on Highway 321 and was identified in prior plans for commercial use; councilmembers said the site is appropriate for commercial use and the item will proceed to a public hearing in April.
Council voted to set the rezoning and related annexation items for the next steps in the statutory process.
