The Flower Mound Planning & Zoning Commission on March 9 voted unanimously to recommend Town Council approval of a special use permit (SUP25-0008) for JSB Banquets, a proposed event hall in the Morris Commons addition.
Staff presentation and conditions
Planner Purnima told commissioners the site is located in the northwest quadrant of Lavon/Morris Road within Morris Commons, the lot is approximately 1.78 acres and the tenant space proposed for banquet use is about 2,600 square feet. Staff recommended typical assembly-hall SUP conditions: indoor activities only, a maximum attendee capacity capped at 96, and hours of operation between 9 a.m. and midnight every day. Staff reported available on-site parking of 38 spaces and said the banquet use would require 32 spaces under the town’s parking calculation (1 space per 3 persons accommodated), with the applicant proposing to utilize 16 off-site spaces on the adjacent site as needed.
Applicant presentation and operations
Property owner and developer Srinivas Chaluwadi (Cholwati companies) described the proposal and operations. Chaluwadi said the facility would be upscale and intended for intimate events and corporate meetings, estimating renovation costs of about $200,000 and a target opening date of Oct. 1, 2026. He told the commission he expects to limit daytime events to 66 participants and evenings/weekends to 96, that catering will be provided by outside vendors (no on-site commercial kitchen), licensed bartenders with liability insurance will be required for alcohol service, and valet could be used for peak demand.
Commission questions and vote
Commissioners questioned parking sufficiency, whether employee counts are included in occupancy, and enforcement if the applicant self-limits capacity; staff said building-inspections and the fire marshal determine permitted occupancies and that house rules could be adopted by the operator. With no public speakers, a commissioner moved to recommend approval with staff’s conditions and another commissioner seconded. The commission recorded a unanimous recommendation to Town Council.
What happens next
The commission’s recommendation will go to Town Council for final action on the SUP. Planning staff will forward the file and conditions to council as part of the council’s legislative agenda.
