The Rockwall City Council on March 2 adopted an ordinance granting a specific use permit to allow construction of a 1,539‑square‑foot single‑family home in Rockwall Lake Estates No. 2.
Staff planner Miller told the council the property at Lot 846‑A currently contains an approx. 804‑sq‑ft manufactured home and is zoned PD‑75/SF‑7. Miller said the Planning & Zoning Commission reviewed the request on Feb. 24 and recommended approval by a 7–0 vote; staff sent 163 notices within 500 feet and reported no responses from neighbors. The only Unified Development Code standard not met was garage orientation, Miller said.
Council discussed whether the applicant’s absence should delay action. Councilmember Lewis said the applicant had followed the PNZ and council instructions; Campbell seconded Lewis’s motion to approve Z2026‑002. An ordinance to amend the UDC and grant the SUP, including special conditions and a penalty provision, was read and the council voted to adopt it unanimously.
The decision follows PNZ’s unanimous recommendation and will allow the residential infill project to proceed under the terms described in the adopted ordinance. The council did not record additional conditions on the approval at the meeting.
