The Rockwall City Council on March 2 approved the Art Commission’s proposal to commission a mosaic 'Farm to Market' tractor to be installed near the museum at Harry Myers Park.
Michael Rolfe, chair of the Art Commission, presented the project and explained the commission’s selection of Rockwall artist Barbara DeVail (Hidden Mosaic Studio). Rolfe said the piece would use a Farmall H base and durable ceramics; the commission had consulted with Parks & Rec on installation pad needs and with the Rockwall Historical Foundation, which gave unanimous support. Rolfe described a proposed May 2026 installation timed for Founders Day and other community celebrations.
Staff materials estimated the project cost at $59,600 for the tractor, materials and mosaic work; council discussion noted the art commission’s requirement that projects be permanent and raised questions about durability and whether children could climb on the piece. The artist’s representative explained the work uses durable adhesives and an epoxy grout to limit tiles coming loose; signage and security lighting were recommended.
A motion to approve the project and appropriate funds to implement it was made and the council voted to approve the request unanimously. Council discussed an appropriation figure of $65,000 to cover the project, pad installation and security lighting.
