Lancaster County Council approves Edgewater district expansion, special revenue credit and several routine items

Lancaster County Council on March 9 approved a series of ordinances and resolutions that included economic development measures, land‑use items and government housekeeping.

Edgewater Improvement District: Council approved ordinance 20‑26‑2019 to add certain property to the Edgewater Improvement District; attorney Michael Season (Burr & Forman) told council the property owners’ consent had been secured since first reading and no substantive changes were required. The measure passed unanimously.

Special source revenue credit for Project Alpine 2: The council approved an ordinance authorizing a special source revenue credit agreement with US Strapping Company Inc. (previously identified as Project Alpine 2) and expressed the county’s intention to provide funds to the economic development fund. The ordinance passed 7–0.

Conditional use permit: The council approved a conditional use application (CUDash2025Dash2644) for a vehicle services minor use at 1081 Fort Mill Highway, Unit B; planning staff and the planning commission recommended approval and the council agreed unanimously.

Easement grant: An ordinance granting a permanent easement to Taylor Thornburg Presley and Jonathan Allen Presley for county property off Grace Avenue passed 6–1; Mister Luis was recorded as opposed.

Housing committee: Council approved an ordinance to establish a housing committee, clarifying membership and terms; Miss Williams said she would begin contacting municipalities to identify official representatives, and council approved the second reading unanimously.

Resolution 1321 — Possum Hollow truck traffic: Council approved a resolution asking the South Carolina Department of Transportation to study prohibiting through truck traffic on Possum Hollow Road (S‑29‑157) between US‑521 (Charlotte Highway) and SC‑160 (Fort Mill Highway). Council members cited resident complaints and safety concerns; the resolution passed unanimously.

All routine measures were approved by roll call or voice vote as noted in the record. No additional public comment was offered on these items and council moved on to later agenda items.
