Commissioners on March 9 pressed staff to bring a clear funding and procurement plan for Windjammer Park improvements after years of discussion left some phases incomplete.
The chair said Windjammer "slipped" in past budget cycles and asked staff to return the park’s CIP items with details of what funding remains and which phases can be completed. Sabrina agreed and suggested inviting Deputy City Administrator/Finance Director David Goldman and procurement staff to walk the commission through the CIP list and procurement requirements so commissioners understand what can be delivered within the budget.
Tom urged that discussion include maintenance and smaller, day-to-day items as well as major CIP work so the commission can prioritize both immediate fixes and long-term improvements. Staff committed to compile a full list of Windjammer-related CIP items, associated funding and a proposed timeline, and to request procurement present at either the next meeting or the following one.
Why it matters: Windjammer contains high-priority infrastructure (play areas, sprinklers and other systems) that commissioners described as the “crown jewel” of parks but which has outstanding maintenance and funding questions. Commissioners said knowing what money is already allocated and the procurement steps required will help them make efficient recommendations to council.
Staff also recommended a briefing on sponsorship and partnership opportunities for field maintenance and encouraged commissioners to submit any outstanding maintenance items so staff can incorporate them into the CIP review. A Windjammer presentation with procurement and finance staff is scheduled for an upcoming meeting.
