Committee directs staff to draft agreement expanding North Bay Village residents' access to Miami Beach programs

The committee voted to direct staff to draft an agreement expanding access and discounted rates for North Bay Village residents at Miami Beach recreational facilities, including Normandy Pool and North Beach programs. Goran Cook (S18) described existing interlocal cooperation — including police mutual support and a trolley pilot — and asked for formalized reciprocal access to create new revenue opportunities and strengthen neighborhood ties.

Staff agreed to draft an MOU or agreement and return to the commission with terms that may include off‑peak access, discounted rates and reciprocity for select programs. Commissioners asked staff to present a concrete MOU rather than aspirational language, including ZIP‑code or residency verification and limitations that would prevent program overuse.

The committee moved the item forward to the City Commission with a favorable recommendation and asked staff to work on reciprocal arrangements and a draft agreement that could be approved or refined at the commission level.
