The Orange County Board of Supervisors on May 21 approved amendments and master service agreements supporting the Mind OC mental‑health and recovery campus, including services at the Orange Campus, and emphasized continued oversight of costs, subcontractors and schedule.
A public speaker asked for a clearer accounting of project costs and schedule after expressing concern that the original $106 million estimate for a 22‑acre site had grown; supervisors acknowledged those concerns but clarified that the item on the agenda was a not‑to‑exceed master services agreement rather than a construction contract. Supervisor Katrina Foley, who said she visited the site with colleagues, said staff expects an opening in May 2025 and commended HCA and Mind OC leadership for progress.
Supervisor Sarmiento and others asked that subcontractor performance metrics — including sobering services and drug withdrawal management delivered by partners — be tracked and shared on dashboards. A public commenter also asked about pharmacy licensing and utility work; HCA staff and supervisors said those operational questions will remain under project reporting and contract oversight.
The board approved the item unanimously. Supervisors said they expect timely reporting on metrics and schedule to maintain public transparency as the campus transitions to service delivery.
