Mount Clemens commissioners voted on July 18 to retain the Michigan Municipal League (MML) to run an executive search for a permanent city manager, approving the less-complex service for a fee of $12,500.
The motion to approve the proposal authorized the mayor and city clerk to execute any necessary documents. City staff explained the MML offers two tiers of service; the less-complex option was selected by administration and contains advertising and travel costs as part of the fee. "The fee for said service is $12,500, which includes all project expenses such as advertising and travel costs," staff said during the presentation.
Commissioners discussed timing and scope. One commissioner noted a typical search requires around 120 days and urged the process move quickly because the city clerk had indicated plans to return to clerking duties on Oct. 1. The MML facilitator would, commissioners said, meet with department heads and advise on salary-range recommendations.
Supporters argued the firm’s experience and facilitator services are worth the expense, especially given a small or temporary HR staff. "I think the money is very well spent," one commissioner said, adding that a small HR team justified outside assistance. Opponents raised cost concerns but did not block the motion. The motion carried on a roll-call vote.
What happens next: MML will begin recruitment, provide a facilitator to meet with city staff and stakeholders, and bring a shortlist of candidates for the commission to consider; commissioners may request additional applicants beyond any short list provided by the firm.
