The Mount Clemens City Commission voted to approve a Michigan Department of Transportation Transportation Alternatives Program (TAP) contract for downtown streetscape improvements and adopted a recommended allocation of FY2016 Community Development Block Grant (CDBG) funds.
Chair opened the agenda item and described the TAP contract (MDOT contract 15-5352) as funding ADA crosswalk upgrades, sidewalk replacement, additional landscaping, bike racks and benches. The packet listed an estimated project cost of $491,200, a required local match of 20 percent and $22,300 in project work not covered by the grant.
Commissioner Mensah moved to approve the contract and to adopt a resolution authorizing the city manager and the public services director to sign the agreement; the motion was seconded and passed by roll call. Commissioner Mensah praised staff for securing the grant, saying, “Jeff, you just rock” in recognition of the staff member who brought the funding to the city.
The commission also approved the staff-recommended allocation of CDBG funds for fiscal year 2016. The city was estimated to receive $62,133 in CDBG funds, with $2,500 reserved by the county for the Macomb County senior chore program. Staff recommended $59,633 for Memorial Park improvements, with funds expected to be released on or shortly after July 1, 2016, and to be spent by Dec. 31, 2017; the commission approved the allocation by roll call.
The resolutions and motions were presented as contractual and administrative actions: the TAP contract will require the city to provide the local match (described in the packet) and to authorize named officials to execute the agreement. The CDBG allocation included a staff table of recommended projects and the standard county reservation noted above.
No substantive public comments were made on either funding item during the meeting, and commissioners did not request additional delay; one commissioner suggested bringing routine administrative follow-ups back for further detail when the city manager is available. The commission adjourned after approving routine purchases, invoices and the consent agenda.
What happens next: the city will execute the MDOT contract as authorized and proceed with design and implementation steps subject to the grant terms and local match; CDBG-funded work is scheduled to be available for spending beginning July 1, 2016, with the required expenditure deadline of Dec. 31, 2017.
