City staff explained the General Fund was projected to be stronger than originally estimated—largely due to higher permit revenues and state-shared revenue and lower employee‑insurance costs—and recommended assigning $300,000 to capital outlay. Commissioner Manser urged that a portion of savings from lower-than-budgeted employee health insurance be considered for employees (OPEB or other payments) and suggested returning funds to roads; other commissioners acknowledged competing priorities but approved the amendment by roll call.
